Thomas was an undrafted free agent out of Temple originally signed by the Cowboys. He suffered a hamstring injury and then reached an injury settlement to become a free agent.
Interestingly his NFL.com scouting report compares him to Marcus Murphy, a player currently on the Jets roster competing for a roster spot as a running back and a return man. That could be the role Thomas finds himself if he his healthy enough. Coming in the week of the third preseason game presumably puts him at something of a disadvantage.
Todman had been another competitor for the return job. His career numbers as a returner were not awful, and he did have experience. Evidently he did not do enough to impress the Jets. The team decided to look in a different direction to solve its return game question in 2017.
