The Jets had to put Smith on waivers in order to get him to injured reserve. That is due to the way league rules work in the offseason. It was never very likely he would be claimed. There seems to be an unwritten rule among the teams not to claim the players of other teams. Even if there wasn't, Smith wouldn't be a very attractive target. There isn't much of a point using up a roster spot on a guy who won't be able to play this year, particularly when this is a third year player who has struggled to get onto the field.
Smith will likely return to the Jets in 2018 for one last chance at salvaging his career.
