This makes sense to me. Petty needs a lot of work, and the preseason will be the only opportunity for him to get something resembling game reps this season. If Fitzpatrick goes down, the Jets are going in be in very ugly shape at quarterback. Signing a veteran is not about finding somebody who can play effectively as much as it is about finding somebody they can throw out there so they don't have to insert Petty and risk stunting his development.
Petty doesn't sound like somebody who would benefit from regular season snaps at this point.
