This has led to me to speculate something, but Joe Caporoso of Turn on the Jets beat me to the punch.

There is a logjam at the receiver position. It is not unheard of for teams to stick rookie longshots to make the roster on IR if they like their longterm potential. It might not be an injury that would normally end a player's season, but that does not matter. As Joe mentioned, it takes away the risk of another team snatching that player off the practice squad.
It's worth keeping an eye on.
