Did the Jets blow it?

Just a few weeks ago, reports claimed that Tampa Bay was offering this years 1st, 3rd, and 5th round pick in exchange for Darrelle Revis. Now yesterday, an article from NBC News states that the Buccaneers "aren't willing to add a third-round pick and a fifth-round pick to the first round selection..." Is that it? Did Tampa Bay finally realize that the Jets have no other potential trade partners? Did they finally realize that Jets nightmare of Revis playing for the Patriots or the Giants may (and probably would) become a reality if the Jets didn't trade him? Did the Jets lose all the leverage that has escalated over the past weeks? Perhaps Tampa Bay is just bluffing and trying to get the Jets to finish the deal before the draft. Yet, after "pausing the trade talks" with the draft just a week away, Tampa Bay's patience may have finally been pushed past the breaking point and they decided to take the best cornerback on the board rather than take Darrelle Revis.
